Floodlighting requirements in football by league
In amateur football, the standard and the associations usually give 75 lx (Class III) for training and lower leagues and 200 lx (Class II) for higher league play, with some Oberligen at 300 or 400 lux. The Regionalliga differs by division, and the 3. Liga requires at least 800 lx in camera direction. In the Bundesliga and 2. Bundesliga, the DFL requirements apply, with 1,600 and 1,200 lx respectively in camera direction.

Overview by league
The standard assigns lighting classes by level of competition: international Class I, regional Class I or II, local Class I, II or III, training Class II or III, school and recreational sport Class III. Associations can set higher values.
| League / level | Lighting class / requirement | Requirement |
|---|---|---|
| Bundesliga, 2. Bundesliga | DFL | 1,600 lx and 1,200 lx respectively (Ecam, camera direction) |
| 3. Liga | DFB | at least 800 lx Ecam (average), new facilities should reach 1,200 lx |
| Regionalliga | By division | 200 to 400 lux, West without a fixed value |
| Oberliga | By association | e.g. 300 or 400 lux, in some cases no value |
| Landesliga, Bezirksliga, Kreisliga | III to II | 75 lx (U 0.5) to 200 lx (U 0.6) |
| Training | III or II | 75 lx (U 0.5) or 200 lx (U 0.6) |
| School and recreational sport, kickabout pitch | III | 75 lx, U 0.5, GR ≤ 55 |
lx = average horizontal illuminance (except Ecam), U = uniformity (Emin/Em), GR = glare rating. Minimum values per DIN EN 12193 unless stated otherwise.
What do the values mean?
Lux tells you how much light reaches the pitch. Uniformity shows how evenly it is distributed, and the glare rating how strongly the floodlights cause glare.
MoreLess
Illuminance (lx): How much light falls on a surface. 1 lx equals 1 lumen per square metre. For sports facilities, the average horizontal illuminance on the playing area is usually given.
Uniformity (U): Lowest divided by average illuminance. The closer the value is to 1, the more even the light.
Glare rating (GR): Assesses how strongly floodlights cause glare at outdoor facilities, on a scale from 10 (no glare) to 90 (unbearable glare).
Floodlighting requirement for the Bundesliga and 2. Bundesliga
In the professional leagues, the DFL requirements apply. According to Annex VI to the licensing regulations (as of 5 December 2025), the floodlight system must reach at least 1,600 lx in the Bundesliga and at least 1,200 lx in the 2. Bundesliga, measured as illuminance in camera direction (Ecam).
If the floodlight system fails, this must not lead to abandonment: the stadium must ensure, for example with a backup power supply, that the match can be resumed within 30 minutes at the latest. For UEFA matches, separate requirements apply for each stadium category.
Floodlighting requirement for the 3. Liga
For the 3. Liga, the DFB sets the floodlighting requirements in the statute. At least 800 lx is required as the average illuminance in camera direction (Ecam). New facilities should reach 1,200 lx over the whole pitch and must be built in LED or an equally energy-efficient standard.
This is proved with a measurement report on the DFB form “Flutlichtanforderungen 3. Liga”. We design the system to these requirements.
Floodlighting requirement for the Regionalliga
In the Regionalliga, the requirements differ by division: Nordost, Südwest and Bayern require 400 lux on average, Nord at least 200 lm/m², West a floodlight system without a lux value in its admission guidelines.
For the reform with four Regionalligen from 2028/29, the DFB proposes at least 200 lux and, in the longer term, 400 lux. The DFB-Bundestag will decide on 18 December 2026. If you are building new now, you can therefore design the system for 400 lux or more right away.
For high requirements from about 500 lx there is the STL1500.
Floodlighting requirement for the Oberliga
Each association regulates the Oberliga itself. Baden-Württemberg requires at least 300 lux for men, the NOFV generally 400 lux. Other regulations require sufficient or suitable floodlighting without a lux value.
The guide of the football associations of Saxony, Saxony-Anhalt and Thuringia gives Class II with 200 lx for the Oberliga. Check the rules of play of your association before planning.
Floodlighting requirement for the Landesliga, Bezirksliga and Kreisliga
For local competitions, DIN EN 12193 permits Classes I, II or III. In practice this is usually Class III with 75 lx, and Class II with 200 lx for ambitious league play. The requirements of your state association are decisive.
If you retrofit today, you can design the system for 200 lx and dim it for training. That way the ground is also prepared for promotion.
Floodlighting requirement for training
For training, DIN EN 12193 provides Class II or III, that is 200 or 75 lx. According to the guide of the football associations, the bulk of club facilities are classified as Class III.
In training, half a pitch or a third of it is often enough. Switching in sections saves energy.
Kickabout pitch, small-sided pitch, school and recreational sport
For school and recreational sport, Class III applies: at least 75 lx at a uniformity of 0.5 and glare up to GR 55. This also applies to municipal kickabout pitches and training areas.
Frequently asked questions
How many lux does the Kreisliga need?
For local competitions, DIN EN 12193 permits Class I, II or III. Usually this is 75 lx (Class III). From July 2027, Saxony-Anhalt expressly gives at least 75 lux for district-level play. The requirements of your state association are decisive.
How many lux does the Oberliga need?
Each association decides this itself. Baden-Württemberg requires 300 lux for men, the NOFV generally 400 lux, and other regulations give no value.
How many lux does the Regionalliga need?
That differs by division. Nordost, Südwest and Bayern require 400 lux on average, Nord at least 200 lm/m², West a system without a fixed lux value. For the planned reform, the DFB proposes at least 200 lux and, in the longer term, 400 lux.
How many lux does the Bundesliga need?
According to the DFL, at least 1,600 lx in the Bundesliga and 1,200 lx in the 2. Bundesliga, measured in camera direction (Ecam).
