LED floodlighting for municipalities

For LED floodlighting, municipalities need a verifiable performance specification, a clean funding process and reliable documents for their committees. The result is tendered, not the make. We supply the lighting calculation and product data, and text modules are in the guide.

Tender product-neutrally

Describe the lighting class, maintained value, uniformity, GR, colour temperature and control, plus lighting calculation, measurement report and details on mast and structural engineering. References to brands or types are permitted only in exceptional cases. Text modules for football, tennis and hockey are in our guide to tendering; adapt them with your procurement office.

Kommunalrichtlinie

The rate is 25%, and 40% for financially weak municipalities and lignite regions. Applications are possible all year round until 31 December 2027, and the minimum grant is €10,000. The own share is at least 15%, and 10% in the cases mentioned. A separate application is needed for each measure.

Schedule

No supply or construction contract may be concluded before the funding decision. According to the funder, processing takes up to five months, and it recommends a start no earlier than six to eight months after the application. For awards and contract conclusions, it gives nine months after the start of the project term at the latest.

Committees and permit

For the municipal council, a paper combines construction, financing and the funding application. Ask the local building authority early whether the system needs a permit, as building law is state law. Where neighbours are affected, light pollution also plays a role.

Existing masts

For existing masts, structural documents are usually missing according to the floodlighting guide from the football associations of Saxony, Saxony-Anhalt and Thuringia. Therefore clarify before the tender who commissions the structural inspection. We supply the dimensions and weights of the floodlights and the lighting calculation for this.

May you tender for a specific product?

Above the EU thresholds, references to types or brands are permitted only in exceptional cases and then with the addition “or equivalent”. Clarify this with your procurement office.

How high is the funding for municipalities?

The Kommunalrichtlinie gives 25%, and 40% for financially weak municipalities and lignite regions. In addition there are programmes of the individual states.

Do you supply documents for the municipal council?

Yes: lighting calculation, datasheets and our one-pager. Financing and the decision paper remain with your administration.
